It sounds like the brake light circuits on the vehicle side trailer connector get power when the headlights are on, or it could also be a short due to corrosion or wiring in the trailer connector.
First make sure the trailer connector is clean and free of corrosion inside and out.
To test the connector to see if there is power on the brake light circuits when the head lights are on you will need a circuit tester such as # PTW2993.

If you've already done the learning process after removing the sensor and reinstalling it then there's really only two things to check.
First is pretty easy, just remove the brake sensor and swap it with another sensor, either of the turn signal ones that are currently work.
See if now you have brake lights lighting up as turn signals. If it does this then we know the harness is correct and it's just not hooked up to the correct wire of your 2006 Land Rover Range Rover.

The problem you are having is definitely on the red wire. If you use the brake pedal and get no trailer braking action then that indicates the connection on the red wire is the issue. Make sure it is securely attached to the brake switch wire.

If you aren't getting any power at the brake output pin on your Range Rover's 7-Way when applying the manual override on the Prodigy P2 # 90885 then there is likely a bad wiring connection or an issue with the controller itself.
